2017 Macbook Air booting into internet recovery

On a 2017 Macbook Air running on 10.13, the command + R boots into the internet recovery mode instead of local recovery. On the same model and year but running on 10.14 will boot into local recovery.

If I could change the initial key from Command + R to “right” key and then “return” key, that would solve my issues as I have the macOS installer on the same USB thumb drive and can boot into the installer.

Following - our MacBook Airs are doing the same thing, and if initial key could be changed to right then return, this would help immensely!
