Cannot Bitlocker after Winclone

Bitlocker error after Winclone. The drive cannot be unlocked with the key provided. Confirm that you have provided the correct key and try again.

I’m currently using a Apple Macbook Pro 13" 2019 with T2 chip.
Winclone version 7.
I’m able to winclone the bootcamp partition and boot into it just fine.
However, I cannot start the bitlocker encryption.
I allowed Bitlocker without compatibile TPM. After saving the key, and restarting. I enter the correct password into the bitlocker screen. It gets me back to windows with an error:

“Bitlocker could not be enabled.
The drive cannot be unlocked with the key provided. Confirm that you have provided the correct key and try again.
C: was not encrypted.”

Installing windows fresh I can bitlocker fine even with sysprep. Using Winclone on another computer (same model and specs) I cannot. Is there something I had to do to wipe hardware/chip information? I did use generalize in sysprep.

I have not seen this before. Are you using block-based or WIM-based imaging? If you restore to the same machine, does it work? It does seem to be caching some information.
