Issue Downgrading OS in MDS

Hello I am having an issue with running running MDS when downgrading OS. For example…I have a MacBook Pro that came with Sierra and upgraded to Catalina. When attempting to run a workflow to downgrade to High Sierra or Mojave it hangs on Preparing to Install. I’ve already deleted the OS installer and downloaded a new one and the issue still occurs

It only happens when I try to downgrade other than that it installs and runs the workflow perfectly. Any ideas?

In order to downgrade, you have to be booted from an older version of the recovery partition. You can do this with an external drive or by booting to an older internet recovery:
