Macbook booting with a question mark os x 10.15

Workflow is setup to do a wipe and reinstall the Os. It prepares to install the OS and restarts but boots with a question mark. Its not doing the OS install

We have seen this in a couple of scenarios:

  1. It is a brand new Mac and there is no network connection after first reboot
  2. The OS that is being installed is a hardware specific version that is not appropriate for that hardware.

Does either fit your situation?
