MDM setting grayed out

Hi, i’ve migrated my MDM instance to another machine and now when i’m trying to configure MDM all the setting are grayed out. I don’t know what’s wrong.

i’ve try re-installing MDS whitout any change,
and when I try to turn on the service it automatically turn off.

I succeed by deleting the pref file and reconfigure all my services.
