MDS 4.1 download OS problem

Attempting to setup MDS on a brand-new Mac Mini computer. Updated it to Monterey 12.1, installed MDS, went to download an OS installer image, and this is what came up:

I now have two machines with Monterey that refuse to download an OS, and a machine which is on Big Sur that has no problems with this.

Any help would be appreciated! Thanks!
