Packages have been installed but no user accounts are configured after rebooting to login screen. . Verified this from Terminal in Recovery Mode. This workflow works for Intel machines.
Update
I can remove create user option and manually create a user on first boot. The options to enable SSH and Screen Sharing don’t work either for me. So at the moment the benefit appears only to be installing Packages across a Network with Silicon Macs.
